Weatherization Assistance Program (WAP) 

Customers seeking weatherization services from the DCEO Residential Conservation Assistance Services (RCAS), funded by the US Department of Energy Weatherization Assistance Program (WAP) and Health and Human Services' Low Income Home Energy Assistance Program (LIHEAP), are asked to call the DDOE Hotline. Once customers are determined eligible, they are referred to LIHEAP for eligibility determination for energy assistance, utility discount program assistance and RCAP services.  WAP has been operating successfully for a number of years; however, the number of homes needing weatherization services remains high, due to a lack of financial resources.
